What Is an ADU?

Accessory dwelling units (ADUs) are small, secondary homes that are on the same property lot as a      single-family home. ADUs are independently habitable and outfitted with at least the housing basics:
heating, cooking, and sanitation. Depending on the specifics of the property, ADUs can be created in a basement, an attic, a garage, or a detached building on a single-family lot.

Habitat for Humanity

The Village of Dobbs Ferry passed a law in 2022 to allow ADUs in single-family residential zones. In February of 2025, the Board of Trustees approved an expansion of the law, allowing ADUs in single-family homes in multi-family residential zones.

Why Are ADUs Needed?

Westchester County is experiencing a severe housing shortage, particularly with respect to small and affordable housing units. ADUs are one way to address this shortage. They take advantage of our existing pool of housing, making them environmentally friendly and a great way to add small housing units without changing a neighborhood’s look and style. 

People Who Could Benefit from ADUs Include:

  • those seeking to earn rental income, such as seniors who are on a fixed income;
  • homeowners seeking to provide space for a caregiver, a loved one in need of care, or guests;
  • residents interested in creating more housing choices and opportunities in the Village; and
  • empty nesters, as an alternative to "downsizing"

You May Qualify for Financial Assistance to Build an ADU!

The Village of Dobbs Ferry is part of a New York State program – the Plus One ADU Program -- designed to help homeowners develop a new ADU or bring an existing ADU up to code. Grants of up to $125,000 are available for each assisted property (including both technical assistance and construction costs). Eligible homeowners must have household incomes at or below the Westchester County Area Median Income. Click here to view the details of the program.
